Downing Street, August 18, 1913, WITH reference to the letter from this Department of the 9th instant, I am directed by the Secretary of State for the Colonies to transmit to you herewith, to be laid before Secretary Sir E. Grey, a copy of a telegram from the Governor of Hong Kong on the subject of the protection of the Canton-Kowloon Railway.

[Received August 14, 1913.] YOUR telegram of the 8th August. General Lung arrived at Canton on the 11th August. Owing to quarrels between his troops and portions of local troops desultory fighting broke out next day and continues. General officer commanding can send a battalion and four guns to protect the railway, and the commodore can assist with gunboats to protect Sheklung bridges. These arrangements have been made with knowledge of Mr. Alston.
It is not expected that necessity for the employment of land foree will arise, but His Majesty's ship "Robin " has been sent to watch the bridges at Sheklung.

I AM commanded by my Lords Commissioners of the Admiralty to transmit herewith, for the information of the Secretary of State for Foreign Affairs, a copy of letter, dated the 25th ultimo, which has been received from the Commander-in-chief, China, respecting the state of affairs in China.
